Regulatory Compliance
Purchases made with federal funds must comply with:
- 2 C.F.R. Part 200 (Uniform Guidance) and
- All applicable state laws
These requirements ensure proper stewardship of sponsored funds and adherence to federal and state regulations.
Simplified Acquisition Threshold
Effective October 1, 2025, the Simplified Acquisition Threshold (SAT) is $350,000.
- Any grant-funded purchase exceeding $350,000 requires a price/cost analysis, regardless of procurement method.
Sole Source Purchases
For sole-source procurements exceeding the Simplified Acquisition Threshold:
- A documented price/cost analysis must be completed with Contract & Grant Accounting before proceeding.
- Analysis may include estimated costs of recreating research due to compatibility or continuity needs.
- Ensure actual documentation exists to confirm completion of this analysis.
Cost/Price Analysis Requirements
- Required for all purchases over $350,000.
- Must be completed and documented prior to award.
Subscription Purchases
- Subscriptions must align with the grant’s period of performance.
- Do not exceed the grant end date when setting subscription terms.
